It's like Geocities with PHP
A Czech hosting service. Their freehosting has been increasingly unreliable over the years, until one day they decided to finally pull the plug. And tell almost nobody.
Their freehosting service has been available since 2002 (? no later than 2005) and contains many gems of the Czech internet which are most definitely not going to migrate to paid hosting. All freehosting is terminated on 28. 2. 2015 (2015-02-28)

As of 2015-03-03, all sites on ic.cz freehosting display a notice asking site owners to upgrade to paid hosting. The original sites are no longer accessible. All data will be deleted by 2015-03-13.
As of 2015-04-03 (likely happened on -01), all domains previously freehosted on ic.cz show a notice about the "web presentation" not being uploaded.
As of before 2015-04-11, all domains, previously registered or not, contain a note about the domain being free to register.

Catalog
The old homepage, http://old.ic.cz/ (previously at http://www.ic.cz/), used to provide a catalog of the sites they host at the bottom. However, all links to the catalog 404 now. Submitting a site to the catalog was optional, but a part of the registration proccess. Finding old revisions of the directory would help tremendously with locating a large number of sites. There are some on the Wayback Machine.

seznam.cz is a czech search engine that will be very useful for discovering more subdomains. The requests are GET formatted and site:ic.cz style requests are valid. &count is limited to 20 but &from can be iterated through and will return the final result page for any number greater than the total number of results.

Some primary domains need the cookie "iccmtspmvrfy" set to "ano" for the domain before forwarding the original request. See the lists below for the which sites are blocked by the portal(need the cookie) and those that are not blocked:

As aschmitz pointed out wget -U "" --header "Cookie: iccmtspmvrfy=ano" works for bypassing the spam filter.
Webpark.cz
Webpark.cz was another freehosting service, which IC.CZ absorbed sometime during 2008/2009.
It had its own catalog, which was scraped by chip.
